Middle East medal

Came across this rare Middle East medal. Been told it’s someone named al sabah? Not sure can’t find anything close to it online anywhere! It’s pretty heavy and about as round as the circumference as a large McDonald’s cup lid. Any ideas?!?

Yes obviously it’s commemorating Olympics but no Olympics held in Kuwait. And i also have not seen a duplicate
