Military button?

A few weeks back I pulled a very fragile button out of my favorite site.

I was trying to clean it, but it is too fragile.

It is domed, not sure if you can tell from the pic.

Is this a military button? Specific to a branch or era?

It has to be old, based on how deep it was and where I found it.

Looks like an Eagle button. Can't make out if it has a block letter. Take a picture of it alongside a penny for scale.

I. E. Civil War Period general service army button. You may need to coat it in thinned Elmer's glue and water, or hose it with satin polyurethane.
