From the out of focus pics it looks like it might be a mis-aligned die, which is very common, no extra value. The quarter was counterstamped after it left the mint, again no extra value.

Off center or misaligned strikes usually only add value if it's far enough off center to cut off the devices in a noticeable way. That one isn't all that far off center.

the quarter some one stamped jj and the dime is way off center but no flat spots i can see that by the picture
