I've seen those before but they were full of pieces of 24k gold leaf foil. Haven't seen the silver ones.
Most likely aluminum foil to represent silver mining. :dontknow:

White gold is an alloy of gold and at least one white metal, usually nickel, manganese or palladium. Like yellow gold, the purity of white gold is given in karats. A common white gold formulation consists of 90 wt.% gold and 10 wt.% nickel. Copper can be added to increase malleability.

Seen them in shops in downtown Prescott says arizona silver lol I figured they where aluminum foil too.

cool...lived there for a bit...too much snow to shovel, 11 miles north...not so bad...spent most of my time west side...up by Thorpe park

That's true I left to come to Indiana for an Internship a year ago there was six feet of snow the day I left lol
