It probably got slabbed as a VF, but you mention that some of the wheat lines are blended. Without a better picture I can't really tell what you mean by blended, but for Fine here is what ANA Grading Standards require - Most details are visible in the stalks. Top wheat lines are worn but separated.

For Very Fine20 - Lines in wheat stalks are worn but plain and without weak spots.
