Need Help Identifying...

Hello all,

I found this item a few weeks ago and just can't figure out what it is. It's about the size and shape of a hatchet, but it's not a hatchet. The blade edge is beveled for cutting, and the other end appears to be made to attach to a pole or other piece of equipment. There is a notch which appears to be for a set screw and doesn't go all the way through the item. Its solid and very heavy for it's size.

Any thoughts?
