Looks like a ladies sash buckle, it was probably cloth wrapped originally. I'm not well versed in buckles, but someone may be able to give you an approximate age on it

I thought "craft buckle" as well...
But someone posted that they had determined it was from a "burner" ? ? ?

That's a real tough guess, because although it has a 1890s look, the person who handmade it could copy any period they liked. It does look to have been in the ground for at least 40 years or so, maybe a lot more. Not sure your ever get the answer.
