It looks like a Chief Petty Officer button listed in Albert's as NA 131B. Not sure of the age but I think it is post 1941. However, the rank of Chief Petty Officer was established on April 1st, 1893 for the Navy and May 18th, 1920 for the Coast Guard.
Can you post a picture of the back?
