Possibly a small caliber muzzle loader rifle bullet that for whatever reason didn't fire, and they used a threaded bullet puller to remove the bullet, and that broke off after removal. ????

delta 4000 / ace 250 - used BH and many others too
maybe someone was attempting to make a early version of a hollow point bullet ---or it was a small bore rifle bullet that was "pulled" and the worm broke after pulling it out
