Lol nah it's too hard for that I tried scratching it with the file and all it did was mess up my file.

Not a fossil. Looks to be chalcedony, the white portion, with nodules of possibly agate inside it. Hard to say what formed first. Definitely unusual though

It does look like quartz, but the roundish stuff, could be limonite? Do a streak test.
