New pump is not working correctly

I just bought a mini highbanker and it came with a 750 gph pump. It seemed to be running slow so I tested the water flow and it took 1 min 15 seconds to do 4 gallons. That less than 240 gph. Brand new pump and battery. It should be pre-charged?. Definitely have the wires on the terminals as labelled. Could it be anything but the battery isn't charged? Thanks for any advice

Yes it could be a weak battery, or even worse a defectine pump, when I worked on cars years ago, we had brand new and rebuilt parts defective right out of the box. I hope the pump did not clog up with mud ? Could you possibly have hoses on with check valves in them on backwards ?
