Thank you everyone.I tried to post a video but couldn't get it to upload.
After i cleaned the buckle off it worked so smoothly, it was like it was lost 6 months ago.
When you hold the frame, the hook and tongue swung free .

Amazing find. The fact that it still articulates is even more amazing! Congrats on a very nice buckle. I didn't truly appreciate the complete colonial shoe buckle until I found one. Now I get it!
