Most likely had a small keychain on it because the 2 holes are rusty. my guess a separater is for cow milk, this area is loaded with dairy farms, I could be wrong though.

Sharples Separater Co, under the two holes it says, Different from the others.
the fine print under the locations says M & H CO Newark, NJ it may be W & H also, too rusted to tell,
all those with info on a possible date are welcome to chime in. it must be pretty old considering it was 6 inches down.
