Check out TITLE VII–TRIBAL FORESTRY PARTICIPATION AND PROTECTION
Specifically Section 701 thru 703.

Here is some of the text...which appears to give Indian Tribes the ability to manage National Forest Lands as Indian Forest lands if they are within or near traditional tribal boundaries.
This will surely expand to entire watersheds.



SEC. 702. Management of Indian forest land authorized to include related National Forest System lands and public lands.

Section 305 of the National Indian Forest Resources Management Act (25 U.S.C. 3104) is amended by adding at the end the following new subsection:

“(c) Inclusion of certain National Forest System land and public land.–

“(1) AUTHORITY.–At the request of an Indian tribe, the Secretary concerned may treat Federal forest land as Indian forest land for purposes of planning and conducting forest land management activities under this section if the Federal forest land is located within, or mostly within, a geographic area that presents a feature or involves circumstances principally relevant to that Indian tribe, such as Federal forest land ceded to the United States by treaty, Federal forest land within the boundaries of a current or former reservation, or Federal forest land adjudicated to be tribal homelands.

This will start a new Indian war! Things were bad enough with the Indian off reservation spearfishing in WI. The Guard (me) was flying support and on standby. A pack of firecrackers could have started gunfire at the landings. And 90% of the fish speared went in the dumpster, and still do. Lakes that had stable populations now have to be restocked yearly.

The way the tribes shoved this in the fishermen's faces, be ready to loose your claims, and they'll do it just for spite.

Already includes the water and lands within 100 miles of the tribes... for all western states

Ratled... Have you heard what they have done up in Trinity County and the surrounding areas? Most of the streams and tributaries USED to have fish because people USED to be able to dredge. They declared everything wild, scenic, off limits yada yada.. now there are now fish in the creeks because they're all too shallow. Only rivers have fish, still cant dredge or mine economically(at least my relatives cant, even though they have a VERY old mine on their property and own the mineral and water rights), and the Indians get to collect all the fish they want in their illegal nets that they leave up illegally all week, and the only enforcement is tribal SOs. So yea, good luck with that. While we have done a grave injustice to their people, we all inhabit the same country, the same state, you can have your lands, but let us use them too?
