NYC Bale Seal

I went out today for a couple hours. I found a couple wheats and this cool Bale Seal.
Appears to have NYC on the front and LOCAL on the back. Under LOCAL appears to have A4 “?”.
I love finding these but resources are so limited as to where they are from and their age.
Can anyone give me any info on this bale seal?

It looks like a shipping seal for the railroad. New York Central-Local ..Very cool find!
