Odd Barber?

I found these two last october (again, I havent posted here in a long time and am catching up! So I have a BUNCH of stuff to share). Anyone else ever found anything like the quarter? I took it to several coin dealers who told me that the reverse was milled off, though they would buy it anyway. I am kinda suspicous and think that maybe it was a blank strike on one side? I dont think it would have been a worry coin as only one side is smooth. That or maybe it was a love token that never got completed? Any thoughts? Thanks for you thoughts.

My best guess is the coin was made smooth as a blank for a love token , but had not been engraved and finished.
