wondering if it is a livery button but maritime associated(fishermans button) rather than a land hunting button?

Could be livery--but more likely a late 1900s flat button (made in the style of the old ones, but with Victorian themes and topics depicted).

That's my vote, anyhow. It is still a very interesting button.
