The dirt and encrustation inside the "D & S" make them appear much more recent than the time period than when they were struck into the coin. However, if you look very closely at the areas around the counterstamped letters, one can see the sloping towards the letters which indicate that the stamping was done long ago. I have no idea as to the Counterstamp (Countermark) but with some research of Colonial/Revolutionary War Counterstamps (Countermarks), one might find a match. At the link below, shows a Counterstamped (Countermarked) 1803 Large Cent but the letters are thinner.
