Old Agriculture tag

Found this old tag in the yard of a stately old mansion on Saturday. Not sure what it was tagged to but according to the makers mark on the back, the fact that it says West Va and not Virginia, and the words Department of Agriculture, I place the age between 1863 and about 1920. Anyone find one similar or know what its use was?

Nice Tag! The West Virginia Department of Agriculture was created in 1911.
