Well I'll take a stab at it. It looks to me a lot like one of the members of the Tetrarchy, Maximian.

Really hard to tell unless you are an expert. There just is not enough detail to be sure. I checked my references and came up with a couple maybes but, I am not sure. The best way to look is, there is a beard, which is not not rare but most do not have them. The bust is pointing right and the crown appears pointed. I can make out IMP, which means he was an emperor. There were lots of them though.
