Yes, you can hunt in Pekin parks, and they are excellent places to hunt. My aunt lives across the street from the big park by the hospital there. My first find there was an 1873 seated dime at 3" several years ago. We got my uncle a 1236X2 and he hunted it regularly, giving help to park people with things like finding old sprinkler lines and markers. They threw him a Christmas dinner a couple years ago for his help with them.

The area just north of the fed prison there is where carnivals took place about 70 years ago, the riverfront areas are also great huntsites and the folks there are generally very friendly toward detecting. Contact some of the PATH folks for more hunting info there. PATH = Peoria Area TH'ers.
