I believe you have a clip but it might be pmd, the reason is the way it looks from the pic in the back of coin. IMO but let the experts decide.

could have been grabbed by pliers and put up to a polishing wheel and left there to long. just a guess

Im not gonna say yes or no unless you can get some more clear pics of the clip, the blakesly effect would not be on the L but exactly opposite the clip itself. When a clad coin suffers a clip from the mint the metal sandwich stays the same and there is no blending of the layers which is what i think i see in your third pic but im not gonna say for sure because the pic is not clear enough ( I will post an example below). Dont be discouraged though i could be entirely wrong and the coin could be legit better pics would tell us for sure.

I am leaning toward post mint damage. This is due to the cut being irregular. Closer inspection with better images could prove me wrong.

Time for coffee.

I have found many clips, and I can say with 95% certainty that you do have a genuine clipped half.
