Politicians: Just as FUNNY as ever: Token

I got permission for two new properties today, YAY!
I hit one for just a little bit as it was getting late, found three wheaties 1936, 1909, and 1944 and a few 1965 + coins and THIS:

It's a Herbert Hoover brass political token.. but take a closer look.
He promises 4 years of PROSPERITY ! Herbert Hoover ran for President in 1928 ! And won! Started in office 1929. Then, CRASH!!!
