Question about this 1844

I'm wondering about the stars at one and two o'clock
What's the term for it? I've got an 1863 IH where the 3 is worn in a similar fashion...
And does the affect the valuation of the coin?
For that matter if you wanna gimme your opinion on value, it'd be appreciated...
