the "Stars" you refer to on early charts are actually known as a windrose. it was in use before the magnetic compass and showed the direction of the eight principal winds. some later windroses had as many as thirty-two directional points. see encyclopaedia britannica

The stars im thinking about is the coordinate lines coming from one center. They seem to make up a grid of some sort.
