That is the correct Reverse type but without any visible Obverse Legend its a guess as to which Emperor it is. Crispus is just 1 of 3 or 4 (I think, from top of head) options. Constantine family.

Yes, while Crispus, Julian and Antoninianus Max. also used the 'vota' pattern, I'd favor Constantine II for the OP's coin simply because of the longevity of his rule (337-361) versus much shorter terms in service for the other mentioned emperors.
