Probably was in the gravel when it went into the concrete mix.

Cool find. I've detected and dug (with difficulty) CW bullets underneath sections of asphalt before, but nothing actually in the asphalt or in this case concrete. Still, the Romans were good with concrete and certainly used a lot of it, so I'd call that (given the appearance of the concrete and your region) a remarkable find of a couple millennia-old workman drop while mixing.
