I have this leather neck cover that is highly decorated but I have no idea what it means. It’s probably just post Civil War, but the letters are the type from the Civil War period. Any thoughts?

I don’t even know if it is for a horse or a motorcycle. Any thoughts first on it’s purpose?

I am of the opinion that this item has not been solved yet.
What did the letters USY stand for?
It is clear to me that the missing letter in the name is an O and not a U?...I believe the missing letter O is wired up there just above the USY?
I am now of the opinion that your item may be a Hames Cover as stated by searcher?
