Looks like a naturally fractured piece of quartzite with cortex present IMO.

It is a waste flake taken off a quartzite cobble. A short flake with a large bulb of percussion (a wedge shaped flake) is typical of a hammer stone flake. They were likely finding cobbles in the creek and doing some rough flaking there.

Natural flake- bulb of percussion is absent. No evidence of intentional workmanship.
