Silver plate or not? Shell Spoon late 1800s

Picked this up today for the heck of it. IMO it looks plated but I could be wrong. It is quite flexible which would be odd for plate but all other examples on the internet are marked when they are coin or sterling silver. The brand should be E. Jaccard which was absolved in 1901 however my mark lacks the E.... So confused but if anyone has input I would like to hear it!
