Municipalities in Schuylkill County fared well with the initial distribution of H20 funds. About $17 million went to help rehabilitate the Mount Laurel, Kauffman, Indian Run, Lower Owl Creek and Upper Owl Creek dams.

The H20 program targets almost 800 dams considered high-hazard because they pose a threat to downstream populations in the event of a failure.

Another 50 dams are classified as unsafe because of structural problems such as inadequate spillways. Twenty-one of these dams are in eight Northeast Pennsylvania counties.

The H20 program is designed to aid projects undertaken by municipalities and municipal authorities, but lawmakers made a special exception for a dam in Tobyhanna Township owned by the Minsi Trails Boy Scouts.

The authorization will enable the council to obtain $1.5 million in H20 funds for the Stillwater Dam, said Rep. Mike Carroll, D-118, Hughestown. The exception was made because Camp Minsi draws scouts form throughout eastern Pennsylvania, he said.
