Stumped - What is it?

Hi,

Antique brass-plated cast iron architectural salvage piece, circa late 1800's to early 1900's. This piece is a little under 3.5 inches tall and 3 inches wide. It has "Part" stamped on one edge of the base, and "D638" on the other side. It weighs slightly over 1 pound.

What is it and what's it for?

It could very well be that at some point these were moveable parts.
The hole does not go all the way through

The only thing that comes to mind is an ink blotter with wood ball handle that is missing.

Yes that would make it more like an ink blotter. It would be good for the size and weight. Also is it slightly rounded on bottom or completely flat.
