Super strange old glass

So I bought 2 of these today... Glass super thick, looks only to hold maybe 1 or 2 oz of liquid, the rest is just solid glass .. It's full of internal glass and the top is stamped Sterling .. Measurements in pics... Please someone tell me what this is and from what time frame.. Thanks guys!! They sure look to be salt and pepper shaker tops of the fairly common early 20th century type, but I haven't seen them with that style glass bottom... I wonder if someone matched them up with those?

I meant its full of internal fractures, and the glass is so thick on the bottom it seems to hold only a very small amount of somthing

Salt or pepper shaker I'm thinking. The thick bottom is a just a design concept by the maker I'm guessing? Maybe to give it a heavy base, so it can't be knocked over so easily and roll off the table? I think it comes from the 1940s all the way to the early 60's. Sold through your five & dime stores back in the day? Maybe worth something to someone who also has only one other, so they could complete a set of two?. The silver value wouldn't be but a small amount.
