This One has Me Stumped

I found this earlier this year. I keep wondering about it, so I thought I would see what you guys think. It is a smaller arrowhead
1 1/2 inches. It seems to have been fluted, or worked similarly. Base seems to be ground, however the photos up close may show work. The flute thingy part is what intrigues me. I would appreciate any input, Thanks in advance.

Looks like an attempt was made to thin the point, but didn't travel quite far enough. My first thought is that it's a Woodland periond artifact.
 

Those are called stacks and the knapper was unable to remove it and it looks like he made several attempts. It was most likely abandoned and never actually used.
 

Yes it has a stack in it. I have some with stacks in them that are finished and used but they are bigger. The flute side is where they were trying to remove the stack but couldnt without the point breaking. The tip is small but to me it looks like it was sharpened to a nub then tossed so imo it is a used up point.
