Well, aside from the fact that the article doesn't have any documentation or anything to back it up, which makes it not quite legit, I thought that banks were supposed to pull out silvers and send them back anyways

I hope people don't actually believe everything they see on Wikipedia. Notice at the top of the page that it states "This article does not cite any references or sources." Anyone can type up an entry on Wikipedia and submit it. Trust me, I know people that have written inaccurate entries in Wikipedia and they were still posted.
