Tin can?

Found this tin but broken, roughly 20" deep in mud in pa side of the delaware river. It says " genuine union leader genuine" I also thought it said confederate on it but not sure, soon after encountering oxygen it faded quickly. Don't know who the pic is but seems to be wearing a red white n blue flag. Cigar box?

Union Leader was a tabacco maker back many years ago. Here is a link to what I believe your tin is.
