Obv: Cannot make out Legend – but part could be ODO or ONO – both possible as this is a coin belonging to only 4 emperors: Valentinian II, Theodosius, Arcadius and Honorius. Rev: As pictured [SALVS REI-PVB]LICAE Victory carrying trophy on shoulder and dragging captive left with symbol in left field. Mint Mark is not clear but may be CONSA – for CONSTANTINOPLE which has records of minting Arcadius, Honorius and Theodosius of that type with CONSA as mark between 388-395. In RIC at the time of publishing the Honorius type is classed as rare with the Theodosius being commonly found. Finally, the style of head is close to Theodosius and not far off Honorius but is not like an Arcadius and no-where near Valentinian II. So based on the possible letters above but without a reasonable Legend string readable I will plumb for 75% Theodosius 24% Honorius and 1% Arcadius.
