Two Pieces I Need Help With, Please.

I found both of these at a S/A War camp yesterday and today. The first one looks like it may be part of a pocket watch but it might also be part of a gas or water meter dial. The second is an iron piece that was attached to wood, I think. It would swivel on a center pivot and the part without the studs would overlap the part with the studs. There are three beveled screw holes in the part without the studs. Two are barely noticeable but they are on each side.The bevel is on the side shown in the first picture.

#1 part of a pocket watch ???

That's what I am asking. It has a light hinge on the edge and a protruding flat area to open it. Like I said in my original post, I am not sure if it is part of a pocket watch that would have held the glass or the top to an old water meter. The hinge seems to be too light duty for a meter lid. Here is a picture I found online. Notice the hinge at the bottom and the lip top right.
