If it's lead backed like that its definitely a bridle rosette for a horse.

It could also be a uniform collar disc. You should re-post it, with a quarter of half dollar coin as a size reference. That would help a lot. If it is lead filled on the back side, then it is not a collar disc, and I would go with Rosette.

I agree with the horse rosette, but I thought this lettering style was Post-CW, circa WWI. But thats from memory, not looked at any references/books.
