I'm wondering if he worked in the ordering packaging section. That's the only way I can see how he did it. When the dealer orders rolls he switches the good ones with the missing edge ones and sent them to the dealer. If that's the case he was probably doing it for peanuts. ???

the more coins he bought
at face Value.
