I believe the top is what they call German silver (thank you @molewacker for the research)
Wish I could have found the bottom part but am still very happy with what I did find. So far the east side seems to be where I get my best finds.

I live on the East side of Washington. I’m not asking exactly where you found this, but was it at a park? A school? Private property? I have a hard time finding places to detect out here.
