Weird Wheaties

I was hunting a park out here in the Saint Louis area and came across some wheat pennies but there was something about them that was strange. The thing is, I found four of them on two separate hunts. They were all under trees and all polished in the same manner, all wrapped in plastic and sealed with a piece of scotch tape. They were not but one or two inches down. It looked like some of them were in the ground longer than others. They ranged in dates from the 30's to the 40's.
I'm just wondering what this is all about. Is it from a scavenger hunt, metal detecting contest or what? Does anyone know?

Probably a seeded club hunt is my guess.
