Reminds me of a stalagmite from the floor of a cave. There should be some experts that will chime in if it goes in that direction.

Looks like layered limestone still in the process of hardening. A layer by layer build up of two particular soil colors.

Was found 30 miles inland from galveston tx in a concrete canal
