kind of reminds me of a piece off a trace chain. or maybe off of a yoke used with horse teams.

I believe that is a wire strecther for strecthing barbed wire. The tapered piece should slide back and forth. The way you would use it would be to insert the wire in a notch then stick a rod of some type through the ring, hang the end of the rod behind a post and pull like using a lever. The tapered slide would clamp down on the wire as you exerted presure and ease up to release the wire when you took pressure off. Hope this helps. HH
