What is this Civil War era relic?

I found this while searching an area FULL of Civil War relics. I've never seen it before and am still a little new to detecting so I'm stumped as to what it could be. The first pic shows it "closed" and the second pic shows it open. Any ideas?

Looks like part of a reversable belt buckle (brown leather on one side and black on the other). If so - not CW era.
