i found this by his old house in michigan i know he was a general and a inventor but thats it

Don't know for sure what it is, but it looks like it could have been a small picture frame with the picture being held in place by the two clips with the holes in them. The whole thing then could have had a clasp on the back to wear as a pin or broach. No gurantee, just a guess. Neat item, whatever it is.
