Just looking at the pic...it appears to be a .44 or .45 modern (but old) bullet. That's my best guess.

I agree with Outcome1. I have found quite a few of these Starr Carbine bullets here in Arkansas at the Devall's Bluff Remount camp. Some have a flat solid base and some have a hole in the base.
