Other than a poor reverse strike and some ugly (IMO) toning, what is "definitely off"?

Toning has nothing to do with grade. Some collectors would think that coin has a higher value due to the weird toning.

Yeah, just toning... Mottled Burgundy toning is how I would describe it.
