Good morning everyone! For my own learning, are people commenting on the toning, the grade, the price or the credibility of ANACS as a TPG? I have no experience with graded coins or TPG's. Thanks.

Just a case of unattractive toning, I don't see anything else wrong. It is impossible to tell from the picture if it is accurately graded.

Other than a poor reverse strike and some ugly (IMO) toning, what is "definitely off"?

Toning has nothing to do with grade. Some collectors would think that coin has a higher value due to the weird toning.
