Put it in the "What is it?" forum. More chance of an exact match there. But yeah, it's definately for lifting some kind of cover/grate/heavy vault door etc etc.

this is what you open the water lid with. After opening it up you can find the cutoff of your water supply......

Of course if someone was to want mine real bad, I would sell it! LOL
