Really depends on what you are wanting. If you want fractional gold, its hard to beat the Mexican gold pesos. For larger coins the 1915 Gold Ducat restrikes are pretty cheap. For one ounce coins, Krugerrands in most shops have low premiums, however, it seems like the online shops show them with very high premiums (higher than Eagles in some cases!). Some generic rounds/bars have low premiums too, but generic bullion has a higher chance of being faked or not being accepted in payments when the dollar collapses.

find some low premiums (if they exist) on gold maple leafs......save up enough cash to buy 1000 of them and get .9 oz free!

I have found that the premimums on generic 5,10,and 20 dollar gold pieces in VF-XF condition are quite small. The 20's are also a beautiful coin. a dealer also told me that the St. Gaudens coin the one most picked by people who want to buy a coin because of its' design.

French and Swiss 20FR coins (.1867 oz) can often be found at slightly above melt. Go to a regional coin show - there's enough competition to get a bargain.
